Dower is one of the campuses of Port Elizabeth College that offers a variety of courses. The Dower Campus can be found in the northern areas of Salt Lake and West End and was previously occupied by Bethelsdorp Technical College before merging with two other colleges in the PE metropole, Russell Road and Iqhayiya.
